What 2025 Philippine Food-Spending Data Can and Cannot Tell You About This Week’s Ulam Budget

Turn the PSA's 2025 national expenditure figures into a household food-spending worksheet without mistaking averages for targets or current food prices.

In this article

The Philippine Statistics Authority's preliminary 2025 Family Income and Expenditure Survey puts average annual family expenditure at ₱321,850, with food and non-alcoholic beverages making up 33.3% of total expenditure. These are useful context for a household food ledger, but they do not prescribe a grocery budget. The survey describes spending across families; tonight's ulam depends on the people eating, ingredients already at home and prices at the family's own shops. Source 2

Read the denominator before using the percentage

The 33.3% is a share of expenditure, not income. PSA reports average family income of ₱411,350 for 2025, a separate measure. Multiplying ₱321,850 by 0.333 and dividing by 12 gives approximately ₱8,931 a month for the survey's food-and-non-alcoholic-beverages category. That calculation uses rounded published inputs and is not a meal allowance. Restaurants and accommodation services appear as a separate expenditure group. Record restaurant and canteen spending separately in the household ledger rather than assuming all eating costs belong in the 33.3%. Source 2

Make a home ledger before calculating ulam cost

Keep two totals for one week: cash spent on food and ingredients actually used. For a pantry item, opening stock plus purchases minus closing stock gives the amount used or lost; record spoilage separately. For example, a household starts with 2 kg of rice, buys 5 kg and ends with 3 kg: 4 kg left the stock, not the full 5 kg bought. Allocate its cost from purchase records, and record how many people ate each meal. This stops a sack bought on Monday making that week's meals appear unusually expensive while the following week's rice looks free.

Build a balanced, flexible menu from what the ledger can support

Use the ledger to sketch five dinners around available rice or other staples, vegetables and suitable protein foods. DOST-FNRI's Pinggang Pinoy is a guide to food-group proportions, not a grocery tariff; adapt the food plan to the diners' needs. Price two viable baskets locally on the same day. Department of Agriculture price-monitoring reports can provide a dated reference, while your receipt records the actual variety, quantity and seller. Budget Filipino ulam works best when usable portions, time and leftovers are considered together. Source 4 Source 1

Use the survey for perspective, not household judgments

Regional averages also differ. PSA's regional release puts 2025 average annual expenditure at ₱460,500 in NCR and ₱202,170 in BARMM. These broad figures do not explain an individual household's bills or measure the median family. Compare your own weeks on the same basis: people fed, meals covered and stock consumed. A change in household spending is not automatically food-price inflation; guests, larger purchases and a different menu can change the total even when prices stay the same. Source 3

Five practical steps

  1. Write down one week of real home-food spending and how many people actually ate.
  2. Spread bulk rice, oil and condiment purchases across the meals that used them.
  3. Use FNRI food groups to sketch five dinners, then price the ingredients locally.
  4. Compare at least two viable baskets by true usable cost and cooking time.
  5. Keep the PSA survey figure as context, not a spending prescription.

Keep the survey figure at the top of the worksheet as context, then make decisions from the family's own stock and receipt records. The useful result is a menu the household can cook and afford, plus an explanation of why this week's spending changed.
